Subject: Scientific discrimination in USA

Dear EEOC Director,

For more than three years I was continuously discriminated by ArXiv (electronic archives of science cross-reference papers are there, thematics papers, you'l Intelligence; but I am not allowed to upload to any of these)  Mathematics moderator Mr. Greg Kuperberg.
Now even worse, the discrimination against me has been extended to the Computer Science category and I am not allowed to submit papers to Artificial Intelligence subject, but only to OTHERS.

ArXiv is an e-print service in the fields of physics, mathematics, non-linear science, computer science, and quantitative biology.  The contents of arXiv conform to Cornell University academic standards. arXiv is owned, operated and funded by Cornell University, a private not-for-profit educational institution.  ArXiv is also partially funded by the National Science Foundation. (See h.)

Any time when I submit a paper to this moderator, ... I never receive any answer about the discrimination.  I am condemned in archives (also called LANL).  The system switches my chosen subject classification to General Mathematics.  Looking at the General Mathematics submissions you see only my papers:http://arxiv.org/list/math.GM/recent.  I am blamed by Mr. Kuperberg to this subject!  Everybody else can choose any subject he/she wants.  I observed that even people who cooperate with me are automatically switched to this subject: General Mathematics (for example Dr. W. B. Vasantha Kandasamy from the Indian Institute of Technology in Madras).  I tried to update later the subject classification by cross-listing, but I am not allowed not even to have two subject classifications, while other people are allowed to have 4-5 subject classifications.  I know ArXiv have the policy to change the subject classification, but in my case everything is automatically changed by the system, not even having seen my paper by somebody.  Some papers were published in International Proceedings of International Conferences on fuzzy logic, or artificial intelligence, or number theory, or in international journals.  I am not allowed to put any of these subjects in my submissions, everything is switched to GM.

Although I wrote a few times last year, two years ago, this year, I never receive any answer (besides moderator's general automatic reply) about the scientific discrimination.  I am condemned in USA from the part of ArXiv moderator, which proves his culpability.

Mr. Kuperberg went even further with his complot and discrimination against my work by sending e-mails to a co-author of mine, Dr. Jack Allen from Griffith University in Australia, against his cooperation with me to some common papers that I uploaded at the h (papers # math.PR/0203001 and math.PR/0202274).

Please send him e-mails at g and ask him to stop boycotting and discriminating my papers and allow me to assign the right subject classifications for each of my paper.

I fled Romania, a totalitarian country, more than 15 years ago, and came to America for the freedom. And now here what happens? I am scientifically discriminated! I would never believe that!

Please, sirs, Amnesty International and Red Cross, help scientist people freely express their ideas without any oppression or boycott or discrimination.

Thank you and waiting for your answer.
